12. Referral to Dissolution: In case a Management Committee referred to in Subrule
(1) of Rule 8 does not fulfill its responsibility or does not abide by the Act, these Rules or direction of the Council, it may be referred to the concerned body of the Council to dissolve such Management Committee.
